How do you encourage conversation around your newsletter posts?

The context:

I run a weekly newsletter + community space (for paid subs only). My community space is often pretty active with conversations, but I often feel like the newsletter posts just kind of go off into the ether. Like, my open rates are super high, I hear from people that they really love my writing, so I know people are reading. But there's hardly ever likes or comments, or even conversation specifically about my posts in the community spaces. Is this normal??? I'd love to have more engagement, not just for the sake of it, but because I pour so much into my posts, and I know they could spark really juicy conversations.
